Any Malaysian interested in pursuing management course in IIM Ahmedabad?

The Indian Institute of Management (IIM) Ahmedabad (IIM-A) is one of India's prestigious management institutes. People say it is more difficult to get into IIM-A than to get into Harvard or any other Business School in western countries, because of the competition to study at IIM-A i.e. more people apply for admission to  IIMs than for Harvard.

Now Malaysians have a golden opportunity to study at this prestigious world class institutionm, thanks to the Indian Technical and Economic Cooperation (ITEC) programme, which is fully sponsored by the Ministry of External Affairs (MEA), Govt. of India (GoI). IIM-A is now on the panel of ITEC institutions offering International Training Programmes to countries coming under the ITEC scheme.

IIM-A has been offering a 1-year Post-Graduate Programme in Public Management and Policy (PGP-PMP). The application form for this has to be submitted well in advance e.g. for the course begining in April 2009, the last date to apply was 03 Nov 2008 (keep in mind that this date is for the institute to receive the application through this Mission; so one would have had to apply by the 1st week of Oct 2008 in order for the application to be processed and sent to IIM-A, which is about 6 months before the start of the course).

About the PGP-PMP course:
This one-year programme focuses on public policy and governance, infrastructure development and financing, and public enterprise management. It has been designed to sharpen the skills and perspectives of civil servants, managers in publi enterprises, professionals from NGOs, executives from the corporate world, and those with legislative experience who have to deal with public management issues.

The curriculum is very rigorous with about 800 contact or equivalent hours of engagement. The programme is offered in four modules:
  1. A core management module,
  2. A core public management and policy module,
  3. An elective and seminar module leading to concentration in a number of areas,
  4. An international attachment module which would provide exposure to public management and policy in a different country/context.
The applicants must meet the eligibility criteria laid down by IIM-A as well as the ITEC norms. Participants would need to fill both the ITEC and IIM-A application forms.

IIM-A's eligibility criteria for this course:
The applicant must have a Bachelor's degree or equivalent in any discipline, and must have at least 7 years work experience in a supervisory / managerial / administrative position. In addition, all applicants must have valid GMAT/GRE score obtained recently, or CAT (Common Admission Test) score from any of the last three CATs. Applicants without a GMAT/GRE/CAT score will have to take IIM-A's special aptitude test. The test would be held at Ahmedabad, Bangalore, Delhi and Kolkata. (Note: Applicants have to incur the expenditure on the test themselves.)

So those interested in pursuing a management course from institutions like Harvard, you could try applying for this PGP-PMP through ITEC and if you meet the eligibility criteria and are selected, you could get the whole course sponsored by the GoI. Good luck and spread the word around. But remember, apply well in advance of 6 months or more, and have your GMAT/GRE scores ready.

IIT Roorkee's "SHP Development" course sponsored by M/o New & Renewable Energy, India

To exchange experience with the participants from developing and other countries on Small HydroPower (SHP) (upto 25 MW) development, the Alternate Hydro Energy Centre (AHCE), in the Indian Institute of Technology (IIT) Roorkee, is organising an annual regular International Training Course on "SHP Development" from 03 to 14 February 2009. In the 27 years since AHCE was established, this is the 16th SHP Development course.

During the training course, the participants are provided latest information on global overview of SHP, modern techniques for investigations & assessment, country policies for SHP, modern trends in rural electrification, design of civil structures, new technologies, cost effective electro-mechanical equipments, SHP for carbon trading under CDM, case studies, social and cultural excursions. There are only 15 seats in this course.

There is no course fee and the expenditure on course material, technical visits, boarding & lodging (on twin sharing basis), visit to sites, local travel from Delhi airport to Roorkee and return during the course is sponsored by the Ministry of New and Renewable Energy (MNRE), Govt. of India (GoI). The participants through their organisation are to bear/arrange the international travel expenses from their home country to Delhi International Airport and back and personal expenses.

In India, the MNRE has accorded priority for the development of SHP and other sources of renewable energy. This development is open for private sector also. It has taken several policy initiatives supported with fiscal incentives.

PGDBM(FM) course offered by the National Institute of Financial Management, Faridabad, Haryana.

The National Institute of Financial Management (NIFM), Faridabad, in the state of Haryana in India, an Autonomous Institute of the Ministry of Finance, Govt. of India (GoI), was set up in the year 1993. It has since blossomed into a 'Centre of Excellence' in the area of Financial Management, Accounting, Auditing, Consultancy, Infomration Technology (IT) and other related disciplines. It has excellent infrastructure for high quality education, training and other related activities. NIFM is a centre of excellence in the areas of Financial Management and related disciplines 'not only in India but also in Asia'.

In keeping with the unique position occupied by NIFM as an Institute of national importance, the Hon'ble Finance Minister expressed a view it should conduct its programmes to the highest standards of excellence. One of the primary objectives of the GoI in establishing this Institute was to professionalize 'Financial Management in the Govt. Sector' by providing high quality training and education to finance managers of both Central and State Govts. as well as Foreign Govts. Towards this objective the Institute has designed a unique and comprehensive course structure for serving officers/managers in Govt., Public Sector Units (PSUs), Banks, Financial Institutions, Ports and other such Govt. supported Institutions. This 2-year full time PGDBM(FM) course includes all key ingredients in the decision making process such as Commercial Accounting, Govt. Accounting, Financial Policy Formulation, Project Management, Financial Decision Making & Management Information System (MIS), Marketing, IT, and legal provisions, etc.

The next PGDBM(FM) which is scheduled for 2009-11, will commence in May 2009. The course fee for foreign participants is USD15,000/-, which includes accomodation in NIFM hostel, branded laptop with the latest specifications, tutition fee, study material and institutional charges for various attachments. The Daily Allowance (DA) charges would be borne by the sponsoring organisation.

Eligibility: Officers at middle/senior level working with the Central or State Govts. All participants must have completed Graduation or a degree equivalent thereto. Minimum percentage of marks at Graduation should be 50%.

The last date for receiving nominations by the Institute is 20 February 2009 in the case of foreigners. The foreign sponsor Govts. may remit/deposit the fee till 30 April 2009, once the admission is granted to their sponsored candidates.

Govt. of India sponsored training programmes in India

The Govt. of India (GoI) has two schemes under which it sponsors training programmes for Malaysia. They are:

1.) the Indian Technical and Economic Cooperation (ITEC), and
2.) the Technical Cooperation Scheme of Colombo Plan (TCSCP).

Each of the two schemes have about 40 training institutes listed under them, although some of the institutes and their courses are found under both the schemes. When applying for training programmes under these two schemes, kindly bear the following in mind:

i.) If you have already undergone a training programme sponsored by the GoI, then you cannot apply under the ITEC programme. So if a course is listed under both ITEC and TCSCP, apply for it under ITEC since in the future you may still be able to apply under TCSCP for any other GoI sponsored course, but the vice-versa is not possible.
ii.) Your application has to be nominated by a government / semi-government body in Malaysia. Both the applications have a section called nomination, under which a government official (or if you are from a Govt. Linked Company e.g. Tenaga Nasional, an officer from that organisation) has to nominate you for training, and they also have to enclose a covering letter for your application mentioning the same.
iii.) Applying 3 months before the start of the course is ideal for processing your application. But we do accept applications till even about 2-3 weeks before the start of the course. So apply as early as you can.

Most of the institutes listed are well renowned institutes. While most of the courses are short term to medium terms, there are even a few long terms courses listed. This is a golden opportunity, where the participant need not spend any money from his pocket towards the training, except for personal expenses. Do apply for them now.
